NON-RESIDENT APPLICANTS
If you are a NON-RESIDENT of Pennsylvania looking to apply for a License to Carry Firearms, you must provide the following:
- Your Out-of-State Concealed Carry License and ID as part of the application.
- Complete the Out-of-State Concealed Carry Information Form (Click Here) and upload this document to the application.
Learning the laws regulating the use of firearms is a must for responsible ownership. Local regulations differ and laws vary from state to state. Citizens must check with the jurisdiction where the gun is to be used.
The Sheriff and his staff are required to follow strict state guidelines when performing the necessary background checks for License to Carry Permits. Due to the nature of the detailed due diligence, appointment times and processing times can take multiple weeks.
License to Carry Permits can be obtained from the county sheriff of your county of residence.

- A New License to Carry Permit costs $20.00
- A Renewal License to Carry Permit costs $20.00
- A Replacement for Lost/Stolen, or Name/Address Change (Monroe County issued licenses only) costs $5.00.

Upon submitting an application through this site, you will be responsible for all fees associated. If denied by PA Insta Check or by failure to answer any questions appropriately, $15 will be refunded. This reflects an administrative fee of $5 that will be kept by the Sheriff's Office per State Statute and any convenience fees kept by Permitium.
